Each player needs a Starter Deck to play and there are 6 separate decks to choose. Each Starter has its own unique set of cards, not based off a theme or time period but world history throughout time. Expansion packs include 20 cards based off a time period or historical era. These packs are used to customize your playing deck to make the ultimate deck. So by buying the complete set of Starters and Expansions, you have all of the cards available in the Historical Conquest collection; that's 537+ historical figures, places, inventions, documents and so forth, based in history.
